This is a song from an album of what can be called rock protest songs, that gives Richie the chance to address and express his “musical views and concerns” on the current state of affairs in the USA and the world.
There is a lot of finger pointing going on and it is Richie’s hope as an artist to point out who the “culprits behind the curtain” - those causing our people undue harm for the sake of their own financial and control interests.
